حوكمة الأراضي والتخطيط لاستخدام الأراضي: مراجعة منهجية شاملة للعلاقة بين الحوكمة والتخطيط

الملخص

كثيراً ما تُناقَش حوكمة الأراضي والتخطيط لاستخدام الأراضي بوصفهما مجالَين تقنيَّين منفصلَين، وإن كانا في الواقع العملي يلتقيان كلما جرى ترجمة حقوق الأراضي والقرارات المؤسسية واللوائح المكانية إلى مواقع فعلية. تبحث هذه المراجعة المنهجية الشاملة في كيفية تصوير العلاقة بين حوكمة الأراضي والتخطيط لاستخدام الأراضي في الأدبيات الدولية المحكّمة، وتحدّد الجوانب التي لا تزال تفتقر إلى معالجة كافية. استُخدم إطار تحليلي نظري مستمد من نظرية التخطيط المؤسسي ومُركَّب من أربعة مراجع دولية كبرى لقراءة الأدبيات عبر خمسة أبعاد متشابكة: القانوني والمؤسسي والاجتماعي والتقني والتخطيطي. أُجريت عمليات بحث منهجية في خمس قواعد بيانات دولية لدراسات محكّمة نُشرت بين عامَي 2015 و2025، وبعد ثلاث مراحل من الفرز جرى الاحتفاظ بثلاثين دراسة وترميزها. تكشف النتائج عن بنية غير متكافئة لمحور الحوكمة والتخطيط؛ إذ يظهر البُعد المؤسسي في جميع الدراسات، في حين يبقى البُعد التقني الأضعف من حيث التكامل التحليلي. تُسهم هذه المراجعة بإطار تحليلي خماسي الأبعاد قابل للتكرار، وتُظهر أن الفجوة البحثية الرئيسية تكمن في الطريقة الجزئية وغير المتكافئة التي تُدمج بها مكوناتهما القانونية والاجتماعية والتقنية والمؤسسية.
